Regular Meeting, Ethan Town Board, 10-11 – Mitchell Republic

Regular Meeting, Ethan Town Council, 2022-11-10 Ethan Town Council met in regular session on October 11, 2022 at 6:00 p.m. at Ethan Town Hall. Directors present were Gregg Thibodeau, Bob Riggs, Megan Perry and Jason Koch. Municipal staff present: Dave Duba and Michele Pollreisz. Also present: Eric from District III. Absent: Raquel Nesheim. President Thibodeau declared the meeting open and conducted the oath of allegiance. Unless otherwise indicated, all motions were carried unanimously. APPROVAL OF AGENDA: Motion carried to add a resolution for the submission of an agribusiness grant. to New business approved on motion by Riggs, seconded by Koch. APPROVAL OF MINUTES: The minutes of the September 12, 2022 meeting were approved on motion by Perry, seconded by Riggs. No minutes from the community center. FINANCIAL REPORTS: The Finance Officer reviewed the financial reports for September 2022. PUBLIC WORKS REPORT: Discussed the water loss report and upcoming continuing education. CITIZEN INPUT: None APPROVAL OF CLAIMS: Motion by Perry, seconded by Koch, to approve the claims. General, Sewer, Water, Preservation and Community Center Fund * staff and council salaries – council salaries $300.13, finance salaries $2,322.48; wages for public works, 2945.85; Badger Meter $650.00: Betty Raymond, $48.00; Card Services, $282.31; ClerkBooks, aid $450.00; Daily Republic, minutes $32.56; Dakota Pump, $550.00; Davison County Auditor, $1,800.00; ELO Prof LLC, quarterly reports, $175.00; Hanson Rural Water; water services $4724.00; McLeods, supplies $472.68; Mike’s Corner $1105.30; Northwestern Energy, $1162.97: $16.28; Century Business Products, copier rental $74.83; QuickBooks Payroll Services $5,268.33; SD Health Department, $196.00 test; SD Department of Revenue $267.71; Weber sanitation, $2020.00. FORMER BUSINESS: Unlicensed Vehicles – Will notify citizens with unlicensed vehicles. If not picked up by this date, vehicles will be towed at the owner’s expense. Railway Extension Project – An application has been submitted for the SD Agribusiness grant. Cameras at the ECC – Cameras have been installed on the building. The wiring will be done as soon as possible. Clark paving completed our project. Edger was purchased this month and used at ECC and the park. NEW BUSINESS: Eric from District III – reviewed our updated policy. AAA Citations – Filed until next meeting. Renewal of Clerks Assistance – Approved on motion by Koch, seconded by Perry. ECC Gutters and Bench – Will obtain quotes for the installation of new gutters. Liquor license for American Legion and The Ammo Box approved on motion by Riggs, seconded by Perry. Old tires from collection will be disposed of properly. FRCL funds have been deposited into our account. Discussion on funds carried forward until next meeting. Fire Dept Meter – Discussed cost for the EFD to have their largest meter. Grant resolution – Resolution to submit SD Agribusiness grant approved on motion by Perry, seconded by Riggs Executive Session: SDL 1-25-2 (1 & 4): None.
