Regular Meeting, Ethan Town Council, 2022-8-8 Ethan Town Council met in regular session on August 8, 2022 at 6:05 p.m. at Ethan Town Hall. Directors present were Gregg Thibodeau, Bob Riggs, Raquel Nesheim, Jason Koch and Megan Perry. Municipal staff present: Dave Duba and Michele Pollreisz. Absent: None. President Thibodeau declared the meeting open and conducted the oath of allegiance. Unless otherwise indicated, all motions were carried unanimously. APPROVAL OF AGENDA: Motion carried to add new business Nominating Council seats approved on motion by Perry, seconded by Nesheim. APPROVAL OF MINUTES: The minutes of the July 21, 2022 meeting were approved on motion by Nesheim, seconded by Riggs. No minutes from the community center. FINANCIAL REPORTS: The Finance Officer reviewed the financial reports for July 2022. PUBLIC WORKS REPORT: Discussed the water loss report. SDARWS Participated in cleaning and exercising the valves last month. CITIZEN INPUT: None APPROVAL OF CLAIMS: Motion by Perry, seconded by Koch, to approve the claims. General, Sewer, Water, Preservation and Community Center Fund * staff and council salaries – council salaries $230.87, finance salaries $2,223.94; Public works wages, $2828.42: Badger Meter $1008.16; Benders, lift station cleaned $516.00: Hanson Rural Water; water utilities $5,277.50: Mikes Corner $125.58; Northwestern Energy, $1,576.53: operating $266.24; Century Business Products, copier rental $87.06; QuickBooks Payroll Services $5,052.36; SD Association of Rural Water Systems, membership fee of $385.00; SD Dept of Health, test $15.00; SD Department of Revenue $117.10; SD Retirement, $741.48: USDA, loan repayment $1,023.00: USDA, loan repayment $1,023.00; Van Diest, supply, mosquito spray $1250.00; Weber sanitation, $1954.00: . FORMER BUSINESS: Unlicensed Vehicles – Will notify citizens with unlicensed vehicles. Railway Extension Project – Will be discussed in more detail at the next meeting. The cameras at the ECC will be installed as soon as possible. Helping with Horsepower September 10 – Adding Touch the Trucks at EFD and Trap Club will host a breakfast at the Ethan Community Center. NEW BUSINESS: Board Seats – Without further appointment, Gregg Thibodeau will remain as Chairman of the Board, approved on motion by Riggs, seconded by Perry. In the absence of other nominations, Jason Koch will remain vice-president, approved on a proposal by Thibodeau, seconded by Nesheim. Second reading of the 2023 annual budget without modification approved on motion by Nesheim, second by Perry. Executive Session: SDL 1-25-2 (1 & 4): The board went into executive session on motion of Perry, seconded by Nesheim at 6:55 p.m. At 7:10 p.m., the meeting was declared closed by President Thibodeau. Staff review: Motion by Riggs, seconded by Nesheim to increase salaries by 5% for Duba and Pollreisz. Dave Duba’s new salary will be $20.58 an hour and Michele Pollreisz’s will be $16.80 an hour.
