NORMAL – Protesters during a moving 40-minute public comment period Monday night harshly criticized city leaders for removing a portrait honoring Illinois State University student Jelani Day .

Students and community activist groups have expressed frustration with the way the city has handled the poster withdrawal and conversations about race.

“All you had to do was leave her mural, that’s it,” said Ashley Daniels, a recent transfer student at ISU. “Maybe you don’t care about Blacks or Browns; maybe you are scared because we’re different or have the same things that we want to do like you once did, but we do matter. too.

“Jelani was an ISU graduate student who was trying to be awesome, and he never had that chance.”

The anonymously created poster showed an image of Day with her name “Jelani” above her head and was initially affixed to the west side of Building 104 E. Beaufort St. on September 28. Normal city workers removed the poster the next day, saying it violated city code.

Normal intends to donate the poster to the ISU for a future memorial, but it is now wrapped in plexiglass and displayed in the window of the Beaufort Street building.

Day, 25, was studying speech therapy at ISU before he passed away in August. He was reported missing on August 25 and his body was found in the Illinois River on September 4, which was later identified as September 23. The cause of death is awaiting further investigation and toxicology testing, police said.

Protesters filled City Hall following a rally outside where the portrait was originally displayed. Several held flags or placards and chanted “Black Lives Matter” and “Jelani’s Life Matter”.

Public commentary on any town issues usually takes place at the end of the meeting, but was brought forward due to the number of people interested in speaking.

Administrator Stan Nord responded to public commentators as they left the chamber, thanking them for attending the meeting and voicing their concerns.

“I feel more for his family, I lost a child too, so when I saw that the city had removed this prematurely, my heart broke because we can never undo what happened , but ending the memory so soon was very insensitive, ”he said. .

In her closing comments, Administrator Chemberly Cummings said the portrait had been removed in the correct context and the city had taken extra steps to ensure it was preserved due to the emotions surrounding it.

“There’s a lot to say right now and I think there are so many nuances to what’s going on,” Cummings said. “None of this is ever easy and we know in this particular case that there are some things that have been heightening the emotions right now. But let’s not politicize that to find a way to point fingers and build a platform.”

Cummings ended his comment by urging people to show their support for Day’s grieving mother.

In other cases, the city conditionally approved the final plate for the Silver Oak Estates Subdivision, which is in the northeast corner of the larger Vineyards Subdivision at the southeast corner of Airport and Raab Roads.

This will be the first addition to the Silver Oak estates and covers approximately 13.8 acres with 22 lots for single family homes and a subdivision for a holding pond.

The council also approved its annual contract for suppliers of water treatment chemicals. The chemical safe used to purify water for safe consumption.
