Zoning and development dominate Colorado city council meeting – St George News

CITY OF COLORADO, ARIZ. –The Colorado City Council meeting held on Monday included an important discussion on zoning and development, as it relates to both specific projects and general policy.
Council has been asked to approve two zoning map changes requested by landowners who hope to divide one-acre lots into three and build three houses at the respective sites. The first is located at Johnson Avenue, the second at Colvin Street.
A proposal to change the parcel designation from RE1-A Residential Estate / One Acre to R1-8 Single Family Residential was under consideration. The R1-8 zoning allows developers to build homes on 12,000 square foot lots, or about one-third of an acre.
During the pre-vote discussion, city manager Vance Barlow said the proposed zone changes were in line with the general plan for the city of Colorado.
Allred, however, suggested that the council start asking developers to pay for some basic infrastructure. He suggested that the council initiate the policy with the two zone change requests at hand. In this case, the owners would be invited to create sidewalks, curbs and gutters.
In doing so, he said, they would add value to the community that they could benefit from. This type of consideration is the norm in most cities, but would set a precedent for the region. Allred said he thinks it is time for Colorado City to take this step.
âWe are touched by these requests and in general we don’t think through a lot of them,â he said. âWe don’t look at all the options, we don’t look at all the needsâ¦ I hope that at some point along the way, in making these improvements, these divisions and these rezoning, the owners would take some responsibility. helping with street improvements.
Allred said to be fair, the city should be consistent in requiring developers to pay infrastructure money. âIf we are going to demand it somewhere, we should demand it elsewhere,â he said.
When asked by Allred if Barlow was comfortable requiring the developers to put some skin in the game, the city manager said it was a good time to start making requests. reasonable.
âI’m as comfortable with it as the board is,â he said. âFrom a developer perspective, you have to make a decision when you’re going to start demanding certain things and be consistent going forward. And yes, some areas may look like a bad haircut for a while, but they will fill in after a while.
Councilmember Jeffrey Jessop, Sr. has agreed with Principal that developers should bear a portion of the city’s infrastructure costs.
âIt makes sense to me that they divide these development lots for monetary reasons,â he said. “In light of that, I think we should make it a condition that they have curbs, gutters and sidewalks included.”
No member of the community has commented during the public comment period. Two separate votes then took place for the zone change approvals. resulting in developers getting the requested zone changes as long as they have completed their batch division and commissioned utilities within 12 months. Allred and Colorado City Deputy Mayor Donald Richter voted alongside the rest of the council under Arizona law.
In both cases, the motion was carried 4-2 with votes not cast by Allred and Jessup and board member Alma Hammon abstaining from voting.
